Former Gladstone Hotel licensee Tracy Keegan has been banned from holding a liquor licence for a further two years after authorities found she remained associated with licensed venues during an existing disqualification.
The NSW Independent Liquor and Gaming Authority found Mrs Keegan retained financial interests through company shareholdings connected to the Gladstone Hotel at Stockton, the Commercial Hotel at Aberdeen and the Racecourse Hotel at Wallsend.
Her original two-year disqualification was imposed in May 2024 after a patron was served 22 schooners of beer and a shot at the Gladstone Hotel over six-and-a-half hours in March 2021. The patron was later carried unconscious from the venue.
Mrs Keegan’s latest sanction follows separate action against her husband and former Gladstone Hotel manager Mark Keegan. His approval to manage licensed premises was withdrawn after the same patron consumed 19 beers and two shots over more than five hours in March 2024 before collapsing outside the hotel.
Liquor & Gaming NSW Executive Director Regulatory Operations Dimitri Argeres said disqualifications were enforceable directions intended to protect the integrity of the liquor industry.
“This decision sends a clear message that people cannot maintain financial interests or associations that place them in breach of disciplinary orders,” Mr Argeres said.
Mrs Keegan’s latest disqualification took effect on July 27. She was also ordered to pay $748.68 in investigation costs.
The Gladstone Hotel’s liquor licence has since been transferred to a new licensee.
