Work Begins on Newcastle’s Landmark Inclusive Playspace at Foreshore Park

newy.com.au – Construction is now underway on City of Newcastle’s major inclusive playspace and waterplay area at the western end of Foreshore Park, marking a significant milestone in the Harbour Foreshore Masterplan.

The facility, named Livvi’s Place, is being developed as a regional level, all-abilities destination that celebrates Newcastle’s industrial, maritime and Aboriginal heritage. The playspace is expected to open by late 2026, following the awarding of a design and construction contract to Regal Innovations at the March Council meeting.

City of Newcastle’s Executive Manager Community and Recreation, Lynn Duffy, said the project aligns with the city’s goal of creating accessible public spaces for everyone. “Providing access to quality community spaces is a key commitment in our Community Strategic Plan as we deliver our shared vision for Newcastle to be a liveable, sustainable, inclusive, global city,” Ms Duffy said.

Designed in line with the NSW Government’s Everyone Can Play guidelines, the inclusive playspace has been shaped by more than five years of community consultation. Input was received from the Guraki Aboriginal Standing Committee, an accessibility working group formed for the project, and the Touched by Olivia Foundation.

Justine Perkins, Founder of the Touched by Olivia Foundation and mother of Livvi, said the playspace reflects strong community collaboration. “This Livvi’s Place design is truly inclusive and intergenerational and has a wonderful connection to place,” Ms Perkins said. “City of Newcastle has been a fantastic partner. They have been committed to really listening to the children, youth and community and ensuring co-creation from the start.”

The space will include four distinct zones, with areas dedicated to toddlers, juniors, water-based and nature play, and quiet reflection. These will be linked by accessible pathways, shaded seating, gardens and lawn. Custom features include a central whale-themed swing and picnic area inspired by Worimi and Awabakal heritage, as well as a waterplay section referencing the city’s maritime history.

A prominent “nuts and bolts” play structure will pay tribute to Newcastle’s industrial roots and include a ramp to allow wheelchair access to the tower’s first level. Additional features include a sandpit, carousel, sensory path, and charging stations for mobility devices.

The playspace will be supported by a fully accessible amenities building and kiosk, currently under construction in the park. The facility will include unisex ambulant toilets, a parent’s change room, and a Changing Places facility.

Funding for the Foreshore Park project has been provided by the NSW Government, Variety the Children’s Charity, the Touched by Olivia Foundation and the Newcastle Port Community Contribution Fund.
