Officers were called to the Newcastle beach about 9am on August 24 following reports a man had driven onto the sand before standing naked near his vehicle.
Police from the Police Transport Command North Central arrived a short time later and allegedly saw the man trying to leave in the vehicle.
The 50-year-old underwent a roadside drug test, which police allege returned a positive result for cannabis and cocaine. A secondary oral-fluid sample was taken and sent for further analysis.
During a search of the vehicle, officers allegedly found 21.56 grams of cannabis, 38 knives and an axe. The items were seized and the man was taken to Newcastle Police Station.
He was charged with five offences: wilful and obscene exposure in a public place, possessing a prohibited drug, custody of a knife in a public place and two counts of possessing or using a prohibited weapon without a permit.
The man was granted strict conditional bail and is due to appear before Newcastle Local Court on Thursday, August 27.
